This watch is the patent model for DeLong's Winding Indicator that appears on the McIntyre Watch. For the patent model, DeLong chose a full plate design and jeweled the movement fully. I am not sure where the 26th jewel is, but the watch has 23 jewels to the jeweled barrel and 2 more jewels in the winding indicator. I think the visible jewel on the barrel arbor is the third jewel in the jeweled barrel.
